It always seems that the west is always fighting the last war by minimizing the threats from real enemies.
One issue is that countries that won their last war tend to adopt the same strategies and tactics in the early stages of the next one e.g. the Allies in WWII. The easiest Western victory of the 20th century was the Gulf (Kuwait) when the USA, which supplied the vast majority of the Coalition forces, had lost its last war i.e. Vietnam.
